Consultation on Community Councils

The third stage of our consultation is closed. A report on the outcome of the third stage is due to go to council in April.

First stage

The first stage of the consultation asked if the boundaries for each community council reflect natural communities of people and what membership numbers should be. The first stage is complete.

Second stage

The second stage asked for suggestions for other content of the Scheme for the Establishment of Community Councils. The second stage is complete.

Third stage

The current stage asks for final comments on amendments made to the proposed Scheme.  The third stage has begun.

Your comments

Your comments are invited on the amendments which have been made to the Scheme since it was drafted in June.

  • Provision for community councils to co-opt to replace until the next elections members who resign.
  • Amendments to the wording of top-up elections to clarify which vacancies they apply to.
  • Amendment to wording of provision for dissolution to clarify that the role of the Council is to assist.
  • Amendment to wording of provision for Council to suspend a community council to clarify that suspension does not always result in dissolution.

Submitting your opinion

Submissions to this consultation should be made by the 1st March 2018 in writing.

The outcome of this stage of the consultation will be available towards the end of April 2018.

Proposed Scheme

The proposed Scheme is available to view or download from these pages and in the consultation database.

The Scheme for the Establishment of Community Councils is the document which sets out the governance framework for all community councils in Clackmannanshire. It also includes a description of community council boundaries, how many members each community council has and what the population of each community council area is.

Clackmannanshire Council agreed at its meeting on 12th of January 2017 to undertake a public consultation exercise on the contents of a new Scheme.
