Welfare Reforms

If you are worried about the recent benefit changes and how they affect the money you have coming in, you can seek advice.

For example, you can get a benefits check on your current entitlement. You can also get some advice about budgeting as the new Universal Credit is paid monthly.

Significant changes came into force at the beginning of April 2013 for those customers of the Council who claim certain welfare benefits. The major changes are summarised below.

We contacted customers in advance of the changes to ensure those affected were informed of the impact on their individual claims.

Benefit Cap

  • Refer to our Benefit Cap page for details
  • Came into force from 1st April 2013

Under Occupation in Social Rented Sector

Universal Credit

  • Refer to our Universal Credit page for details
  • Effective from October 2013 for certain new claims

Localised Council Tax Support

  • Came into force from 1st April 2013
  • Affects all customers currently claiming Council Tax Benefit
  • Council Tax Benefit ceases from 31st March 2013 to be replaced by a new Council Tax Reduction scheme
  • Level of support should remain the same as present for 2013-14
  • Administered by the Council's Benefits Service

Scottish Welfare Fund

  • Refer to our Scottish Welfare Fund page for details
  • Came into force from 1st April 2013
  • Community Care Grants and Crisis Loans will be replaced for the majority of customers with a localised Scottish scheme
  • The administration of the scheme will pass from the Department of Work and Pensions to local authorities to administer

Disability Living Allowance to be replaced with Personal Independence Payments

  • Effective for new claims from 1st April 2013
  • Existing customers will be migrated onto this new benefit on a phased basis
  • Administered by the Department of Work and Pensions
