Following adoption of the LDP in August 2015, the Council have produced this first Monitoring Report (MR) covering the period from the date of Adoption, 19th August 2015 to 19th August 2016. Factual and anecdotal evidence has been included in the MR to give a better feel of how the Local Development Plan (LDP) is influencing planning decisions and development in Clackmannanshire.
This MR has been produced to consider the use and impact of the policies and the progress and status of the proposals in the LDP. When the LDP is reviewed a more comprehensive Monitoring Statement will be produced to inform the Main Issues Report. Details of the timescales for this can be found in the annual LDP Development Plan Scheme.
The MR has been set out to follow a similar structure to the LDP written statement and uses the same chapter headings. Each section identifies the relevant LDP objectives, and any key contextual issues arising during the monitoring period. Case Studies have also been included throughout the Report to provide examples of how policies have been used in determining planning applications.
The Action Programme is to be reviewed every 2 years, and the Monitoring Report shall be published alongside the reviewed Action Programme. The Action Programme will explain any trends over the preceding 2 years and especially on how they may have impacted on delivery.
