Irrespective of the category or scale of development proposed, the Council always encourages prospective applicants to seek advice before proposals are finalised. This arrangement has the support of a number of statutory agencies, including Scottish Natural Heritage (SNH), Scottish Environment Protection Agency (SEPA), Historic Environment Scotland (HES), Scottish Water, and Architecture and Design Scotland (ADS); all of whom stress the value of pre-application discussions.
The business process in the Development Quality Team is structured around the needs of the customer. We have separate planning officers responsible for residential, business and householder developments across Clackmannanshire, and each will be able to provide informal advice on development proposals. This will include the identification of relevant national guidance, local development plan policy, supplementary guidence, and any known site history and other information that may be appropriate.
For example, we will try to identify any additional information we would like to receive in support of an application for planning permission. We will also refer to the Council's policy of developer contributions where this is relevent, and provide an early indication of any need to contribute to physical or social infrastructure.
As always, the quality of the information that we receive on the proposal will influence the quality of advice we can provide. Please provide as much detail as you can, both in relation to the site and the proposal. As a minimum, a plan of the site and description of the proposal would be expected.
Any advice you receive is provided without predjudice to the Council's determination of any subsequent application for planning permission.
