Strategic Framework Business Fund

The Scottish Government has introduced a Strategic Framework for Scotland and as part of this, each local authority is placed within one of five Levels.

Clackmannanshire Council area is currently placed at Level 3 which impacts on the operation of some businesses.

Two grants are available to help your business:

  • Temporary Closure Grant for businesses that have had to close
  • Business Restriction Grant for businesses that are restricted in how they operate

The application form is the same for both the Temporary Closure Grant and the Business Restrictions grant, but you will be asked to indicate which grant you are applying for on your application form.

Temporary Closure Grant

If your business is required to close by law, apply for the Temporary Closure grant:

  • £2,000 if your business premises has a rateable value of up to and including £51,000
  • £3,000 if your business premises has a rateable value of £51,001 or above
  • An upper limit of £15,000 in total in any four-week period will apply to any eligible business operating multiple premises.

The above amounts cover every 4 week period that businesses have to close.

Within a Level 3 area, the following types of business can apply for a Temporary Closure Grant:

  • Pubs that do not serve food and do not have outdoor seating.
  • Cinemas, Arcades, Soft Play, Funfairs, Indoor Bowling, Theatres, Snooker/Pool Halls, Comedy Clubs, Sports Stadiums, Conference or Exhibition Centres, Music Venues, Casinos, Bingo Halls, Nightclubs.

Please note that the Scottish Government will publish details of support for mobile close contact services such as mobile beauty and nail services, dress fitting, massage and indoor portrait photography separately, so these businesses should not contact the Council or apply to the Council for grant support at this time.

Business Restrictions Grant

If your business is required to modify its operations, apply for the Business Restrictions grant:

  • £1,400 if your business premises has a rateable value of up to and including £51,000
  • £2,100 if your business premises has a rateable value of £51,001 or above
  • An upper limit of £10,500 in total in any four-week period will apply to any eligible business operating multiple premises.

The above amounts cover every 4 week period that the restrictions are in place.

Within a Level 3 area, the following types of business can apply for a Business Restrictions Grant:

  • Restaurants, licensed cafes, pubs, bars, licensed social and sports clubs.
  • Hotels and other licensed accommodation.
  • Sports and other facilities no longer able to provide group exercise, includes dance studios, exercise class/yoga studios.

Grant Payment

The Council will make payments no later than four week in arrears, subject to receiving a fully completed application form and any relevant supporting information required, and where the eligibility criteria have all been met.

The earliest claim date is 2 November 2020 and you will not need to re-apply if restrictions are extended beyond four weeks.

Payments will only be made into the business bank account of the business.

Applications can be made up to 31 March 2021.

When restrictions end, any final payment in arrears may be adjusted to reflect the duration of the restrictions to the nearest week.

This support is separate from and in addition to the Coronavirus (COVID-19) Restrictions Fund to support employees and businesses impacted by local COVID-19 restrictions, from 9 October until 1 November. Applications for that funding closed on 3 November 2020.

Additional Eligibility Criteria

You can apply if:

  • you have a business bank account
    • This is the account your grant will be paid into if your application is successful
  • your business is registered for non-domestic rates
    • If you pay rates through a landlord rather than directly to a local authority you can still apply but must provide evidence through a copy of the lease agreement

Limited companies (including Scottish Charitable Incorporated Organisations), sole traders, trust and partnerships can apply provided they meet the above criteria.

If your business operates multiple premises you can apply for grants for each premise.

All premises should be included in one application which should be sent to and processed by the local authority area in which your business is headquartered. The maximum any one business can receive will be restricted, regardless of the number of premises.

You cannot apply if your business

  • has breached wider COVID-19 regulations/requirements prior to local restrictions,
  • has connections to tax havens.
