In order to comply with the Scottish Housing Quality Standard, the Council must provide a secure controlled door entry system to all common closes serving more than two flats. This programme has been a success to date with many blocks being upgraded with a new modern controlled Secure Door Entry System.
The council are currently installing door entry systems in closes where council owned properties are in the majority in terms of ownership within the block.
Many common closes still remain where the council tenants are in the minority in term of ownership of the overall block and consultation between ourselves and sharing owners are ongoing at present to seek agreement to carry out upgrades. Its certainly hoped that agreement can be sought and all common areas with a retaining council interest are fully modernised to meet the modern SHQS standards. The council have made grant assistance available for private owners within theses closes to attempt to encourage sharing owners to participate in the programme.
Our doors and systems are to the highest spec and are approved by the Police Service, providing additional security for residents and meet the Police "Secure by Design" standards. Feedback from tenants in blocks of completed to date has been very positive, with a reported reduction in anti-social behaviour and an increased feeling of safety and security for all residents.
Tenants have been lettered by the council and main contractor Scotshield prior to works commencing, and all residents involved in the programme are sent information leaflets detailing the specification of the doors and installation with key contact details.
Also included in the programme for 2015-16 as part of our Making Clackmannanshire Better programme is additional funding for the upgrading of 6 common blocks in Sauchie. These are as follows:
81-99 Craigview (new door only)
1-11 & 13-23 Diverswell
13-23 & 25-35 Lochbrae
There are 32 blocks throughout the County of mixed tenure where the Council still hold an interest. The Council are currently liaising with sharing owners to secure agreement to proceed with the key upgrade work. We are expecting the outcome to be known later in September 2015. The Housing Services Private Sector Housing Team are liaising with the owners/landlords and detailing key information on the scope of the grant funding.
