Cycle to Work

Clackmannanshire Council's Cycle to Work Scheme is open.

Covid - 19 Information

Please note it is taking around 3-4 weeks to process applications from start to finish.  Please be aware that some suppliers are finding it difficult to source bikes, please check with your supplier what sort of delivery timescales they anticipate, bearing in mind that it can take around 3-4 weeks from applying to receiving a voucher.  Amendments and cancellations are possible until the vouchers are redeeemed, but amendments can add time to the process and often require a cancellation and reapplication depending on the circumstances.

Staff Cycling at LTHTo promote healthier journeys to work and to reduce environmental pollution, the 1999 Finance Act introduced an annual Tax and National Insurance exemption, which allows employers to loan cycles and cyclists' safety equipment to employees under a Salary Sacrifice Agreement.

Employees have the chance to lease a bike and safety equipment over 12 or 18 months (see our Terms and Conditions). The lease cost is deducted from your gross pay in equal instalments over the 12 or 18 months. There is no limit to the value of lease equipment, however applications over £1,500 (incl. VAT) will require additional authorisation from the Council's S95 Officer.

You save money because you do not pay Income Tax and National Insurance on the amount by which your gross salary is reduced.

Clackmannanshire Council has partnered with Cyclescheme Ltd to administer the scheme, and the independent bike shops in the local area to supply the bikes. At the end of the hire period ownership of the bike will transfer to Cyclescheme, who will provide futher options incluing buying the bike, returning the bike or extending the hire agrement for a further three years.

How long does the process take?

The process generally takes about 3 weeks from picking the bike and equipment to receiving the voucher to collect the bike and equipment.
